Heather Gibbs
Heather Gibbs was appointed as the Tribunal’s Chief Review Officer in 2021 and was reappointed to the position in September 2025 for a three-year term. She previously served as a part-time review officer for the Tribunal beginning in 2019. She is a lawyer and mediator with over 25 years of experience as an adjudicator at federal and provincial levels. She has held a variety of senior roles, including vice-chair of the Ontario Environmental Review Tribunal and assistant deputy chairperson of the Immigration Division of the Immigration and Refugee Board. She is a past president of the Society of Ontario Adjudicators and Regulators and has taught adjudicator training and decision writing at Osgoode Professional Development.
Justin Duncan
Justin Duncan was appointed as a part-time review officer of the Tribunal for a three-year term in April 2025. He is a lawyer with over 20 years of experience working on a variety of environmental issues relating to species at risk recovery, fisheries, forest management, mining exploration, and hydroelectric development. He has worked in government, the not-for-profit sector and as an adjudicator on several environmental and land-use planning tribunals, including the Ontario Municipal Board and the Environmental Review Tribunal. He resides in Manitoba.
Dr. Paul Daly
Dr. Paul Daly was appointed as a part-time review officer of the Tribunal in 2019 and was reappointed to the position in September 2025 for a three-year term. He holds the university research chair in Administrative Law and Governance at the University of Ottawa. His award-winning scholarship in public law has appeared in leading academic journals, and he has acted as counsel in precedent-setting cases across Canada, including at the Supreme Court of Canada. He is a regular speaker at academic conferences, judicial and administrative training seminars, as well as continuing legal education events nationwide. Prior to his appointment at the University of Ottawa, Professor Daly was a faculty member at the University of Cambridge and the Université de Montréal and has held visiting positions at Harvard Law School (visiting researcher), Université Paris II—Panthéon-Assas (visiting professor), Louvain Global College of Law (visiting fellow), Trinity College Dublin (visiting fellow) and the Law Reform Commission of Ireland (scholar-in-residence).
Dr. Heather McLeod-Kilmurray
Dr. Heather McLeod-Kilmurray was appointed as a part-time review officer of the Tribunal in 2022 and was reappointed to the position in October 2025 for a three-year term. She is a full professor and former co-director of the Centre for Environmental Law and Global Sustainability at the University of Ottawa. Her research focuses on food law, toxic torts, environmental justice and climate change. She has also been a part-time member of the Ontario Environmental Review Tribunal, a board member of the Canadian Association of Food Law and Policy, and a member of the Ottawa Food Policy Council.
Leslie Belloc-Pinder
Leslie Belloc-Pinder was appointed as a part-time review officer of the Tribunal in May 2023 for a three-year term. Effective May 2026, Ms. Belloc-Pinder has been renewed for an additional three-year term. She is a lawyer and chartered arbitrator with appointments to provincial and federal tribunals. She served as president of the Law Society of Saskatchewan and has been an adjudicator with the Indian Residential Schools Adjudication Secretariat. She was also a member and chair of the Saskatchewan Farmland Security Board, where she gained experience in reconciling environmental, agricultural and economic interests in non-resident farmland acquisition applications.
